    Our special guest speaker on today's show is Dr. Michael Sofis. He joins us from Cannabis Public Policy Consulting where he specializes in public health-focused research. Cannabis Public Policy | 420 Somewhere with Dr. Michael Sofis Michael Sofis, PhD Dr. Sofis leads data analytics, research, and product innovation at #Cannabis #Public #Policy Consulting, where he provides products and service for state agencies, digital technology companies, nonprofit organizations, and scientific collaborators. He headed the development of CPPC’s Regulatory Determinants of Cannabis Outcomes Survey and Cannabis Policy Simulation Lab. Dr. Sofis specializes in public health-focused research designed to better understand and mitigate problematic cannabis use. He has led research studies for cannabis regulatory agencies in several states, and is currently leading a pilot project testing the efficacy of a digital intervention for reducing problematic cannabis use. After earning his Ph.D. in behavioral psychology at the University of Kansas. Dr. Sofis completed a post-doctoral fellowship at Dartmouth College funded by the National Institute on Drug Abuse. He has published 27 peer reviewed scientific papers, including 13 on the impacts of cannabis legalization and cannabis health outcomes.     Big Federal Legalization News | Historic Medical Marijuana Research Act Dec 04, 2022

    We've seen some big #federal #Cannabis #news in the headlines this week when President Biden signed a historic bill approving cannabis research. A national banking association has made demands urging the Senate to take action on the SAFE Banking Act. President Joe Biden today signed into law a bill that streamlines access to marijuana for medical research. The new law is expected to speed the issuance of government permits to scientists who want to study cannabis, whose medicinal promise has been widely touted but remains, with a few exceptions, unproven.

    It will also expedite applications from producers—including universities—that want to grow and distribute the drug for research. It also obliges the federal government to make sure an adequate, uninterrupted supply of marijuana is available to scientists. “We will now be able to treat marijuana like we treat any other substance or pharmaceutical for which we hope there is potential benefit. We will be able to subject it to rigorous scientific trial,” says Representative Andy Harris (R–MD), a physician and former National Institutes of Health (NIH)–funded researcher who helped usher the bipartisan legislation through Congress.

Barbara Lee (D-CA), Dave Joyce (R-OH) and Brian Mast (R-FL)—released a joint statement following the president’s signing. “For decades, the federal government has stood in the way of science and progress—peddling a misguided and discriminatory approach to cannabis. Today marks a monumental step in remedying our federal cannabis laws,” they said. “The Medical Marijuana and Cannabidiol Research Expansion Act will make it easier to study the impacts and potential of cannabis.” “Research is foundational for the path forward on cannabis policy.

    Research is essential to better understand the therapeutic benefits of cannabis that have the potential to help millions of Americans struggling with chronic pain, PTSD, multiple sclerosis, anxiety disorders and more. We celebrate the enactment of this critical and long-overdue legislation, and we know there is much more to do to remedy the ongoing harms of the failed war on drugs. Our caucus will continue working to reimagine the federal government’s approach to cannabis and enact further reforms. In the coming weeks, we are committed to passing subsequent bipartisan, common-sense proposals like the SAFE Banking package, the Veterans Equal Access Act, the PREPARE Act, and the Veterans Medical Marijuana Safe Harbor Act.”

    Missouri microbusiness marijuana license Dec 01, 2022

    What are Missouri Marijuana Microbusiness Licenses? Starting in 2023, people over the age of 21 in Missouri may apply for a license to cultivate, manufacture, and dispense marijuana products as a Marijuana microbusiness. In order to apply for a microbusiness license, you must be eligible under the law to obtain either the Microbusiness Dispensary License, or the Microbusiness Wholesale License. The Microbusiness Wholesale license can cultivate and manufacture marijuana products and sell them to another Microbusiness Dispensary License. The Microbusiness Dispensary license can buy marijuana from Microbusiness Wholesalers and retail them at their locations. Who is eligible to get a Missouri Microbusiness License You must qualify for a microbusiness marijuana license under the new Missouri cannabis laws. In order to be eligible to participate in the lottery to award the microbusiness licenses, you must be one of the following: Have a net worth of less than $250,000 and have had an income below two hundred and fifty percent of the federal poverty level, or successor level, as set forth in the applicable calendar year’s federal poverty income guidelines published by the U.S. Department of Health and Human Services or its successor agency, for at least three of the ten calendar years prior to applying for a marijuana microbusiness facility license; or Have a valid service-connected disability card issued by the United States Department of Veterans Affairs, or successor agency; or Be a person who has been, or a person whose parent, guardian or spouse has been arrested for, prosecuted for, or convicted of a non-violent marijuana offense, except for a conviction involving provision of marijuana to a minor, or a conviction of driving under the influence of marijuana. The arrest, charge, or conviction must have Missouri Microbusiness Marijuana License occurred at least one year prior to the effective date of this section; or Reside in a ZIP code or census track area where: (1) Thirty percent or more of the population lives below the federal poverty level; or (2) The rate of unemployment is fifty percent higher than the state average rate of unemployment; or (3) The historic rate of incarceration for marijuana-related offenses is fifty percent higher than the rate for the entire state; or Graduated from a school district that was unaccredited, or had a similar successor designation, at the time of graduation, or has lived in a zip code containing an unaccredited school district, or similar successor designation, for three of the past five years. https://www.cannabisindustrylawyer.co...     Will SAFE Banking Pass in Lame Duck Session?? Cannabis Legalization News for November 27, 2022.
    Politico is reporting - SAFE Banking may get over the finish line - we know it has sailed through congress many times, but will it make through the senate?
    The SAFE Banking Act has already passed the House in some form six times. But it’s been stuck in the Senate, where it either went too far for certain Republican leaders or not far enough for progressives.
    “We're serious. We want to do this,” Senate Banking Chair Sherrod Brown Brown said. “I'm actually fairly optimistic and hopeful that we will come to an agreement.”
    The specter of a Republican-led House has lit a fire under proponents of cannabis banking legislation, according to three House and Senate staffers involved in discussions on both sides of the aisle.

    Senate Banking Chair Sherrod Brown (D-Ohio), Sens. Steve Daines (R-Mont.) and Jeff Merkley (D-Ore.) and other lawmakers met with Majority Leader Chuck Schumer last week to talk about the #SAFE #Banking #Act. Lawmakers and staffers all said a concerted effort is underway to find common ground between Republicans and Democrats.
    Sen. Cory Booker (D-N.J.) has repeatedly said he opposes passage of a bill that helps weed businesses without in some way helping communities that have been hurt by the criminalization of marijuana over the years. Schumer and Brown backed Booker’s position, while Republicans largely held firm that SAFE Banking didn’t need any companion bills.

    What is a #social #equity #joint #venture?
    Connecticut defines a Equity Joint Venture (EVJ) as a business entity, partnering with a licensed producer, DIA cultivator or dispensary facility, that is at least 50 percent owned and controlled by an individual or individuals who:
    Had an average household income of less than 300 percent of, or three times, the state median household income over the last 3 tax years
    AND, either
    Was a resident of a disproportionately impacted area for at least 5 of the past 10 years; OR
    Was a resident of a disproportionately impacted area for at least 9 years before the age of 18.
    (22) "Equity joint venture" means a business entity that is at least fifty per cent owned and controlled by an individual or individuals, or such applicant is an individual, who meets the criteria of subparagraphs (A) and (B) of subdivision (48) of this section;
    Are Equity Joint Ventures selected by lottery?
    No. These licenses do not have to obtain their cannabis business license through a lottery system. Instead the Social Equity Council approves the EVJ to create a maximum of two joint ventures.
    Sec. 27. (NEW) (Effective July 1, 2021) (a) In order to pay a reduced license expansion authorization fee as described in subsection (b) of section 26 of this act, a producer shall commit to create two equity joint ventures to be approved by the Social Equity Council under section 22 of this act and licensed by the department under this section.
    (b) The equity joint venture shall be in any cannabis establishment licensed business, other than a cultivator license, provided the social equity applicant shall own at least fifty per cent of such business.

    Senate Sends Cannabis Research Bill to Biden's Desk | HR 8454 Marijuana and Cannabidiol Research Act Nov 20, 2022

    The Senate passed H.R. 8454 (Medical #Marijuana and Cannabidiol #Research Expansion Act) by voice vote.
    The #bill “would eliminate the red tape that hinders cannabis research, opening the door for new innovative treatments derived from cannabis,” Schumer said ahead of the vote. “If you’re one of the millions of Americans who deals with conditions like Parkinson’s or epilepsy or post-traumatic stress, or any number of other conditions, cannabis might hold promising new options for managing these diseases.”
    “We need to do the research first,” he said. “And the federal government, sadly, has been woefully behind the times on this front. This bill will help fix that.
    What's in the Medical Marijuana and Cannabidiol Research Expansion Act?
    It would streamline the application process for researchers who want to study the plant and to encourage the Food and Drug Administration (FDA) to develop cannabis-derived medicines.
    It would also clarify that physicians are allowed to discuss the risks and benefits of marijuana with patients and require the U.S. Department of Health and Human Services (HHS) to submit a report on those potential health benefits, as well one on barriers to cannabis research and how to overcome those obstacles.

She is the founder and CEO of A Green Legacy – a cannabis marketing, PR, and sales strategy consultancy specializing in content development, media, landing public speaking engagements, lead generation, and organic marketing engagement.
    Parker strategically pivoted into the cannabis industry 4 years ago through earlier careers in elementary education and later, Fortune 100 tech marketing. Her final year as a burned-out elementary teacher – changed her from an aspiring superintendent to an aspiring cannabis CEO.
    Black and brown communities continue to be disproportionately targeted by cannabis prohibition. Parker envisions a cannabis industry where Black and brown people have a fair opportunity to build wealth and economic power through the same avenue used to villainize, incarcerate, and dismantle these communities for decades.
