The 1961 treaty mandates that each member nation must still fulfill and carry out the provisions of the convention, regardless of their constitutional structure. The INCB report also notes that any reform efforts should be taken in line with the treaty’s provisions, including those related to human rights protection and the prevention of drug abuse. Furthermore, individuals should not be discriminated against based on their race or nationality when enforcing drug laws. Finally, the INCB recommends that more research needs to be done in order to gain a better understanding of the current international drug policy landscape, and that the information gathered should be used to inform effective reform efforts. In conclusion, it is clear that there are still many issues surrounding international drug policy which need to be addressed in order for effective reform efforts to take place.     Biden Pardon Portal Opens - #Federal #Legalization #News In October 2020, President Joe Biden used his executive authority to grant pardons to Americans with a federal conviction for low-level marijuana possession. The Office of the Pardon Attorney developed a form to collect information from potential pardon recipients and estimated that up to 20,000 people might apply. According to the US Sentencing Commission, nearly 7,000 individuals are eligible for relief.

This type of “clemency action” can provide a second chance to those who have served their time, allowing them to move forward with their lives without the lifelong stigma that comes with a criminal conviction. Additionally, it can provide relief from the collateral consequences of this conviction, such as ineligibility for certain forms of employment or housing.

    However, there are still many issues with the current process that need to be addressed. For example, those convicted of felonies—even those who have served their time and paid all of their fines—may still be ineligible for certain forms of relief. This means that many people who deserve a second chance are unable to take advantage of the pardon and may still face significant barriers due to their criminal record. To ensure fairness in the criminal justice system, it is important that legal reforms are passed which allow those convicted of felonies to have more opportunities for relief. This could include increasing the categories of offenses eligible for pardon, establishing fair and equitable criteria for granting pardons, and providing better access to legal services so that those seeking relief can get the help they need.     According to a recent survey conducted by FTP Insights on behalf of the Conservative Political Education and Advocacy Research (CPEAR), an increasing number of conservative voters now support federal cannabis reform. The survey revealed that 68% of likely 2024 Republican Presidential Primary and Caucus Voters nationally support cannabis reform, which is an increase of 10 percentage points since CPEAR’s last survey in 2021. Furthermore, respondents strongly support the idea of allowing individual states to decide whether or not cannabis should be legal (82%).     The news of federal cannabis legalization is sweeping the nation, bringing with it a tidal wave of optimism and enthusiasm. Many stakeholders in the marijuana industry have been eagerly awaiting this moment and are now celebrating the long-awaited move to legalize at the federal level. This historic change comes as part of the broader effort to reform marijuana laws across the country and end the War on Drugs. As part of this effort, President Joe Biden has proposed a sweeping package of pardons for those with marijuana convictions, which will help pave the way for individuals to heal from generations of criminalization. The Schumer legalization bill in the US Senate is a key component of the larger effort to reform marijuana laws nationwide. The bill, introduced by Senator Chuck Schumer (D-NY), would remove cannabis from the list of Schedule I drugs, thereby decriminalizing it and allowing states to regulate it as they see fit. It would also expunge federal. The Drug Enforcement Administration (DEA) has labeled tetrahydrocannabinol (THC-o), a synthetic psychoactive derived from hemp, as a Schedule I substance under the Controlled Substances Act. This designation places THC-o in the same category as heroin, LSD and ecstasy and makes it illegal to possess or use.

    #GOP Congressman Introduces Rescheduling Bil & Landmark #Gun Rights Ruling The legalization of #cannabis has been a hotly debated topic in recent years, with various countries and states adopting or considering decriminalization or full legalization. In the United States, twenty states have legalized recreational cannabis use, while thirty-three states have embraced medical cannabis. A growing number of countries are also recognizing the potential health benefits and economic advantages of legalizing cannabis, either for medical or recreational purposes. In Canada, following public consultation, the federal government passed legislation in 2018 to legalize recreational cannabis use. This made it the first G7 nation to legalize marijuana on a national level, setting an example for other countries to follow suit. Other countries such as Uruguay and South Africa have also taken steps towards more liberal legislation regarding marijuana. The benefits of legalizing marijuana can extend beyond tax revenue, job creation and a reduction in wastewater from illegal activities. Studies suggest that access to legal cannabis may reduce opioid overdoses due to its potential as an effective painkiller alternative. It has also been linked with lower anxiety levels and improved physical health outcomes in some cases. Cannabis is known to be a safer alternative than alcohol and tobacco when used responsibly and it can even act as an anti-inflammatory agent when used medicinally. In addition to health benefits, legalizing cannabis could be a shot in the arm for businesses both large and small – from increased agriculture opportunities for farmers to new revenue streams for retailers. The potential market value of this budding industry is estimated to reach $146 billion by 2025 according to Arcview Market Research – giving entrepreneurs plenty of room for growth into this new space if they choose to go down that route. If the Minnesota state Capitol feels different lately, it’s not just the Democratic Farmer-Labor Party (DFL) enjoying the “trifecta” – control of both houses in the Legislature plus the governor’s office – for the first time in 10 years. It’s also the marijuana – as in a detectable whiff from the direction of state Rep. Jessica Hanson. A second-term lawmaker whose first foray into politics was serving as executive director for a legalization advocacy organization, Hanson co-sponsored bipartisan adult-use legalization legislation that was reintroduced last week. The bill, which passed the state House last year, is expected to get a friendlier reception this year in the now-DFL-majority Senate. “We elected people at a grassroots level to the Legislature in this state who care about this issue,” said Hanson, believed to be the first admitted cannabis consumer elected to state office in Minnesota. The rosy outlook and fresh momentum for legalization in Minnesota – where the Democratic governor has promised to sign a legalization bill into law – can be seen across the country in 2023. At least four states – Ohio, Oklahoma and Pennsylvania, in addition to Minnesota – have a good chance to legalize adult-use marijuana this year, observers and interested parties told MJBizDaily. In all four states, Democrats now control both the governorship and both chambers of the Legislature. The stronger Democratic majority in Pennsylvania, where some legalization bills were vetoed by a Republican governor in 2020, is particularly favorable for cannabis reformers’ prospects this year. By the end of 2023, at least 15 states could have legalized adult-use cannabis, potentially adding $7 billion to the emerging U.S. marijuana industry’s annual revenues. Cannabis advocates and industry observers are also hopeful that the more conservative states in the South, including Texas and South Dakota, could legalize some form of medical marijuana this year or soon after.     Washington Social Equity Cannabis License Application Jan 17, 2023

    Soon a Washington Social Equity Cannabis License Application will be released to the public. The Washington State Legislature passed E2SHB 2870, which established a cannabis social equity program. The Social Equity in Cannabis Task Force will develop policies and recommendations to improve social equity in the cannabis industry licensing process as part of the program.

    This bill creates a new status of “social equity applicant” for marijuana retailer licenses. The Liquor and Cannabis Board (LCB) gives priority to social equity applicants who have “social equity plans” for available marijuana retailer licenses, including up to 34 licenses that are subject to forfeiture, revocation, or cancellation or were available but not previously issued by the LCB. The Marijuana Social Equity Technical Assistance Competitive Grant Program has also been established and funded.

    This program should improve equity and inclusion in the cannabis industry.
