The Jewish people of the first century were under harsh oppression by the Roman Government. There was a hope built up inside them of the coming of a king, that great deliverer, who would rescue them from persecution, wipe out their enemies, and restore the Jewish culture that was lost to Hellenism.
Surely they must have asked the question, "What Child is This?" when the Deliverer finally came.

That's probably how Joseph Henry Gilmore felt when he opened up a hymnal at Second Baptist Church in Rochester, New York to find his poem "He Leadeth Me" set to a tune by William Bradbury.
