    Santa Cruz County Transit and Transportation Agency Meetings – Audio Tracks

    Attending these meetings in person is very time consuming. They are long and there is often quite a bit of administrative business done. Not many people have the time to do it. And, even if you do, it is not a very efficient use of time.

    But the meetings are important. They are the best way to keep track of what the agencies are up to. These podcasts make access to that content very simple and efficient.

    I edit the podcasts to break the meetings into short, topical episodes. You can listen to the episodes that cover topics that matter to you. The cool thing about doing that with a podcast is that you can listen whenever and wherever you can.

    The podcasts are made from community tv.org ‘s video feed of the meetings. Thanks go to them for providing those. You can see the full videos on their website.

    I’ve started adding some episodes that cover the supporting documents for the meetings. Those can be very useful. I am using text to audio conversions to convert them to an audio format.

    I’m not editing the content of the podcasts. It is extracted directly from the video of the meetings. I am editing out the agency’s administrative business, and I am not including public comments. Both of those are available in the original video.

    There are some presentations that depend on a Power point presentation or slides. I make videos of those and post them on YouTube.

    SCCRTC's summary of the last 3 episodes:

    The existing bridges are old and most have deteriorated to an unusable state. There are advantages for rebuilding the bridges to the E80 freight standards. That will be expensive, but there are not many savings to be had with lower ratings. The RTC does not know how much it will cost to replace them.

    The RTC's highlights:

    "The Commission received an update on the Zero Emission Passenger Rail and Trail Project Concept development, including information on recent public engagement. As the project team begins the next milestone of the Project Concept Report – preliminary conceptual alignments and zero emission vehicle types – evaluation of existing corridor infrastructure was completed in February as a first step. The evaluation concluded that the majority of the existing bridges on the Branch Line would need to be replaced in order to accommodate passenger rail service. Staff informed the Commission that since the Branch Line is an active freight railroad, the recommendation is that the Project Concept Report include rail infrastructure that supports loading for freight rail and passenger rail. The current industry standard design loading for new infrastructure supporting freight rail is referred to as the Cooper E80 loading, in which the heaviest locomotive loads are 80,000-pounds per axle. Constructing new bridges to a design load standard less than Cooper E80 yields very little cost benefit while introducing fundability risks. Staff also informed the Commission that for existing Branch Line bridges that can be strengthened and potentially remain, adopting a loading standard for existing bridges that is lower than Cooper E80 may be practical while still meeting the needs of both freight and passenger rail uses of the Branch Line."

    ED Weiss read a scripted announcement covering ongoing projects.

    Of note, at about 5:00 minutes in he addressed concerns about the possibility of losing the large grant for the upcoming Coastal Trail segments (see 3/26 SC County Supervisor's meeting).

    Commisioner Johnson:

    "Yeah, I just want, and regard to the item that's pulled today, there's a lot of concern about the grant being lost. Can you say, I do not get the feedback that it's going to be lost. Can you say yes or no? Was this delay going to jeopardize the grant?

    ED Weiss:

    "So the issue is getting the allocation from the California Transportation Commission, and I have some familiarity with that. I guess I would note that at the June meeting at the last year at the California Transportation Commission, they approved 18 time extensions for active transportation program projects. And that is just one program, many other time extensions on their agenda.

    It's not something the commission wants to see, but I do not envision a short time extension jeopardizing this project. And certainly it's the commission's discretion, but I think everybody wants this project to succeed and a little more time to have a little more discussion is not gonna kill the project."
