    Santa Cruz County Transit and Transportation Agency Meetings – Audio Tracks

    Attending these meetings in person is very time consuming. They are long and there is often quite a bit of administrative business done. Not many people have the time to do it. And, even if you do, it is not a very efficient use of time.

    But the meetings are important. They are the best way to keep track of what the agencies are up to. These podcasts make access to that content very simple and efficient.

    I edit the podcasts to break the meetings into short, topical episodes. You can listen to the episodes that cover topics that matter to you. The cool thing about doing that with a podcast is that you can listen whenever and wherever you can.

    The podcasts are made from community tv.org ‘s video feed of the meetings. Thanks go to them for providing those. You can see the full videos on their website.

    I’ve started adding some episodes that cover the supporting documents for the meetings. Those can be very useful. I am using text to audio conversions to convert them to an audio format.

    I’m not editing the content of the podcasts. It is extracted directly from the video of the meetings. I am editing out the agency’s administrative business, and I am not including public comments. Both of those are available in the original video.

    There are some presentations that depend on a Power point presentation or slides. I make videos of those and post them on YouTube.

    4/30/24 - SC County Supervisors - Part 3 - Mike Rotkin's comments May 02, 2024

    Mike Rotkin, a member of the Regional Transportation Commission and Transit Board, expressed his appreciation to Manu Koenig and Bruce McPherson for their inquiry into a significant matter rather than outright opposition.

    He corrected a public misconception about the environmental impact of a local project, clarifying that only about 60 to 70 heritage native trees would be lost, contrary to the exaggerated claims of nearly a thousand trees. Although he acknowledged the serious ecological impact of losing these trees, he emphasized the importance of the project and trusted the supportive stance of his colleagues.

    He had previously published this opinion piece on the previous vote.

    04/30/24 - SC County Supervisors - Part 2 - Questions from Supervisors May 02, 2024

    Supervisor McPherson and other officials discussed the future of transportation projects in the region, particularly the rail trail systems in south county. Key points highlighted included the financial outlook and the complexities involved in securing funding.

    The RTC's interim director assured that a $68 million active transportation grant would not be jeopardized during reviews of the rail trail financing. There remain unresolved concerns about how the southern rail trail, which requires an estimated $400 to $500 million for completion, will be funded. This project would also necessitate a local match of $40 to $100 million to qualify for federal and state grants.

    The importance of equitable funding across the county was emphasized, referencing the 2016 Measure D, which passed due to broad community support for comprehensive transportation improvements. It was argued that reallocating funds from one voter-approved segment to another should not occur without a countywide vote.

    The meeting also addressed procedural aspects of funding requests and extensions with the CTC, with a looming deadline influencing the urgency of these submissions.

    The potential conversion of the Capitol trestle from a train bridge to a bike and pedestrian trail was discussed, including the necessary steps such as rail banking and obtaining environmental clearance. The costs for repairing and converting the trestle were estimated at around $7 million.

    Overall, the board's discussion underscored the challenges of balancing financial constraints, voter expectations, and regional transportation needs, as they consider both immediate actions and long-term planning for the rail trail project.

    04/30/24 - SC County Supervisors - Part 1 - Coastal Trail Presentation by County staff May 02, 2024

    Supervisor Friend announced he must recuse himself from discussing a rail line project due to a direct financial conflict, as his home is near the line.

    The agenda then moved to the Coastal Rail Trail Segments 10 and 11 project, involving a public hearing to adopt SEPA findings, mitigation monitoring, and project approvals with Caltrans. Discussion included project updates, conflict resolution from previous decisions, and recapping previous board actions and environmental impact report certifications. New recommendations were presented for project permits and agreements, emphasizing cost reduction strategies, including discussions with Roaring Camp and Santa Cruz County Regional Transportation Commission to minimize financial impacts. The board reviewed project benefits, emphasizing its significance in reducing personal vehicle emissions and enhancing local connectivity.

    This was, for the most part, a repetition of the original presentation. Updates on the steps to reduce costs and the RTC's responsibility for funding the project are new.
