    Republican candidate Leo Kenney joined Q-Point to discuss his campaign for Maine Senate District 8 and his rematch against Senator Mike Tipping following a 132-vote loss in 2024. An Orono native, longtime small-business owner, and former town council and school board member, Kenney outlined his case for greater political balance and compromise in Augusta.

    Kenney said affordability, particularly property taxes, was the leading concern he encountered with voters. He supported exploring means-tested relief through the homestead exemption for seniors and potentially first-time homebuyers, along with reviewing nonprofit payments in lieu of taxes. He also discussed energy costs, paid family and medical leave, and how state policies affect businesses and investment.

    The conversation covered classroom management, child welfare oversight, rural hospitals, maternity services, and PCHC’s importance to the Bangor region. Kenney advocated timely hospital payments, stronger accountability, and safeguards for AI data centers rather than a blanket moratorium. He emphasized business experience, predictable policies, and reducing regulatory burdens as priorities he would bring to the Senate.

    Bangor City Council candidate Anthony Cote joined Q-Point to discuss why he entered the race and his priorities for the city. A local construction business owner and father, Cote described how attending council meetings and dissatisfaction with city decisions prompted his candidacy.

    Cote outlined his concerns about public safety, homelessness, public drug use and the needle exchange program. He explained why he would have voted against Yellen Pines and discussed construction costs, zoning and permitting as barriers to housing development in Bangor.

    The conversation also covered property taxes, city funding for nonprofits, school building decisions and his family’s homeschooling experience. Cote said he wanted to hold taxes steady, examine spending and give residents greater attention during public comments. He encouraged voters to research candidates, follow council voting records and remain involved beyond the election.

    Amy Sussman, aunt of Maxx Hathaway, joined Q-Point to remember her nephew, one of the 18 people killed in the Lewiston mass shooting, and to explain why she has been advocating for victims’ families and survivors. She described Maxx as a devoted father whose wife was pregnant with their child when he died.

    Sussman questioned how donations to the Maine Community Foundation’s Lewiston-Auburn Area Response Fund were divided. She said donors and families understood the money would help people directly affected by the shooting, while approximately $1.9 million went to 29 nonprofits. She discussed the foundation’s separate donation options, whether donors understood how their gifts would be allocated, and the help survivors continue to need.

    Sussman also described how one nonprofit redirected an equivalent amount to Victims First, raised concerns about the nonprofit grant process, and recounted a meeting with the Maine attorney general’s office. She said 57 people asked the office to reopen its investigation after additional documents came to light, but the office declined. She continues to seek answers about what families and donors were told.

    Continuing our conversation with Amy Sussman, aunt of Maxx Hathaway, we turn to the September 16 Government Oversight Committee hearing. Sussman describes her efforts to obtain answers about the Maine Community Foundation’s Lewiston-Auburn Area Response Fund for victims and their families.

    Sussman questions how donations were distributed, including the $1.9 million she says went to nonprofits, and calls for a fuller investigation. She describes a possible shift at the hearing after Lewiston city council members asked for an investigation and committee members discussed inviting the foundation to answer questions.

    In a phone update recorded afterward, Sussman disputes statements about her in materials associated with the Attorney General’s investigation. She says an email cited as an attempt to contact her went to the wrong address and that she plans to seek corrections. The episode closes with news that the committee scheduled another meeting for October 21 and invited the Maine Community Foundation.

    Detective Corey Bagley, a Republican candidate for Hancock County sheriff, joined Q-Point to discuss his campaign and 34 years in law enforcement. Bagley currently serves as a detective with the Ellsworth Police Department and previously spent 31 years with the Hancock County Sheriff’s Office, holding positions that included corrections officer, patrol lieutenant and chief deputy.

    Bagley discussed changes to Maine’s drug laws, saying increased drug-quantity thresholds have made it more difficult for law enforcement to bring trafficking charges. He also addressed repeat offenders, people accumulating multiple sets of bail, the loss of Stonington’s approximately $89,000 patrol contract and the resulting loss of a deputy position.

    The conversation also covered fatal crashes, speeding, mental-health and substance-use calls, deputy recruitment and the departure of 14 sheriff’s office employees since 2023. Bagley outlined priorities that included employee recruitment and retention, an embedded mental-health liaison, stronger collaboration, public trust and transparency, responsible budgeting and effective public safety.

    The statute is Title 17‑A, §1118‑A(1)(C), covering aggravated illegal importation:

    “At the time of the offense, the person illegally imports cocaine in a quantity of 112 grams or more. Violation of this paragraph is a Class A crime.”

    The change came through LD 1366, “An Act to Amend Certain Provisions of the Drug Laws Related to Cocaine Base,” Public Law 2025, Chapter 326. It removed the separate 32‑gram threshold for cocaine base, making the threshold 112 grams for both powder cocaine and cocaine base.

    Democratic candidate for Hancock County sheriff Lieutenant Dakota Dupuis joined Q-Point to discuss public safety, staffing and his priorities for the sheriff’s office. Dupuis, who currently serves in the department, outlined the experience and perspective he would bring to the position.

    Dupuis said Hancock County had already recorded twice as many motor-vehicle fatalities this year as it did last year, with many involving motorcycles. He discussed the roles of speed, driver inexperience, increased summer traffic and impaired driving, as well as the benefits and surveillance concerns associated with license-plate readers, body cameras and cruiser cameras.

    The conversation also covered Stonington’s decision to end its $89,000 contract with the sheriff’s office, resulting in the loss of funding for a deputy; staffing demands associated with the new Hancock Judicial Center; and Dupuis’s proposal for a behavioral health coordinator. He also explained how he would restructure and streamline department operations, connect residents with available services and strengthen the sheriff’s office’s presence throughout Hancock County.

    Maine House Speaker Ryan Fecteau joined Q-Point to discuss his path into public service and the major issues addressed during the legislative session. Fecteau began in politics as a student representative on the Biddeford School Committee, was first elected to the Maine House at 21, became the country’s youngest presiding officer at 28 and later returned to serve a nonconsecutive term as speaker.

    Fecteau discussed rising property taxes, increasing home valuations and the limitations Maine’s Constitution places on creating different property-tax classifications. He suggested the state could incentivize communities to share services rather than mandate consolidation. On tax-exempt institutions, Fecteau pointed to the University of New England’s voluntary payment-in-lieu-of-taxes agreement with Biddeford and said municipalities should engage larger nonprofits about appropriate contributions while also recognizing the services those organizations provide.

    The conversation also covered increased reimbursement for direct care workers, childcare affordability and legislation allowing home childcare businesses in residential neighborhoods. Fecteau discussed zoning reforms intended to permit additional housing, Maine’s shortage of middle-income homes and the difficulty employers face recruiting workers who cannot find nearby housing. He said private investment incentives could help expand housing options for Mainers who earn too much to qualify for existing affordable-housing programs but remain priced out of the market.

    Mike Myatt, CEO of BangorHousing, joined Q-Point for an in-depth conversation about Yellen Pines, the proposed 30-unit permanent supportive-housing development in Bangor. Myatt discussed the project’s financing, construction plans, accountability requirements, residency preference, and the standards BangorHousing would use to measure its impact.

    Myatt explained that the property would pay 100% of its taxes to the city, which would return approximately $34,000—or 75%—annually through a 30-year credit enhancement agreement. He said Bangor would retain 25% as net-new tax revenue, the reimbursement would help BangorHousing borrow additional money, and the city would receive 100% of the taxes beginning in year 31. Myatt also addressed the project’s $11.2 million cost, including approximately $550,000 connected to removing PFAS-contaminated soil, and the financial consequences BangorHousing could face if it failed to meet program requirements.

    The conversation also covered BangorHousing’s partnership with the resident-owned Cedar Falls Mobile Home Park, where it plans to purchase new mobile homes and sell them without a profit to qualifying public-housing residents. Myatt discussed Bangor’s broader housing shortage, a planned resident-services hub offering daycare and educational opportunities, and the Family Self-Sufficiency program, which helps participating residents build escrow savings as their earned income increases.

    Mike Myatt, CEO of Bangor Housing, joined Q-Point to discuss the organization’s public housing, voucher and resident-support programs, along with the growing demand for affordable family and senior housing.

    The conversation centered on Yellen Pines, a proposed 30-unit supportive housing development for people experiencing chronic homelessness. Myatt addressed the project’s $11.2 million total cost, including more than $7 million for construction, its funding structure and Bangor Housing’s pledge not to seek city funding for operating or service expenses. He also explained how prospective residents will be evaluated through a coordinated-entry process.

    Myatt discussed Preble Street’s planned 24-hour on-site staffing and Bangor Housing’s responsibility for voucher screening, leases, property management and evictions. He also addressed illegal drug use, property damage and other lease violations while pointing to results from Logan Place showing fewer police calls, jail stays and emergency-service costs.
