In response, releases from Fort Randall and Gavins Point dams were reduced, but they could not completely offset all the flooding.

Precipitation was normal to much-above-normal for the month of June in much of Montana, southern and east-central North Dakota, and western South Dakota. Below-normal precipitation occurred in eastern South Dakota and into the lower Basin.

"The warm temperatures in the northern Rockies has melted the snow earlier than is typical,” said John Remus, chief of the U.S. Army Corps of Engineers’ Missouri River Basin Water Management Division. “With much of the mountain snowpack already melted, the Basin will need additional rainfall to continue the trend of above-average runoff.”

August runoff was 0.9 MAF, 62% of average above Sioux City, and 0.6 MAF or 49% of average above Gavins Point Dam. The portion of the basin that drains into Oahe Reservoir was particularly dry, only experiencing 10% of its average August runoff. The 2022 calendar year forecast for the upper Basin, updated on September 1, is 20.2 million acre-feet (MAF), 78% of average. Average annual runoff for the upper Basin is 25.8 MAF.

Gavins Point releases will be reduced to 33,000 cubic feet per second (cfs) on Friday, May 8 following a reduction in forecast 2020 upper basin runoff.

Despite two consecutive months of higher-than-normal runoff, drought conditions persist across much of the Missouri River basin and mainstem reservoir levels remain below normal. "Even though June rainfall was two to three times normal in eastern Montana, runoff in the upper basin was only slightly above normal," said Jody Farhat, Chief of the Missouri River Water Management Division. The basin continues to recover from the 2012 drought and reservoir levels in Fort Peck, Garrison and Oahe remain two to seven feet below the desired operating levels."

Missouri River Basin Water Management: Post 2011 Flood Event Analysis Apr 13, 2012

The U.S. Army Corps of Engineers, Northwestern Division released the results of its "Post 2011 Flood Event Analysis is of Missouri River Mainstream Flood Control Storage" Friday, April 13. The purpose of the analysis was to determine whether additional storage space in the reservoirs could have prevented the magnitude of the Flood of 2011 and whether additional storage space should be considered as an option in the future to prevent the recurrence of damages caused by the flood. The range of scenarios used for the analysis and to formulate the results of the study will be discussed during the call. Northwestern Division Commander Brig. Gen. John McMahon began the call with opening remarks followed by a discussion of the study results by Jody Farhat, Chief of the Missouri River Basin Water Management Division.
