Criminal Conduct is back with a brand new case.

This season, John and Javier investigate a rogue constable in Kentucky accused of planting drugs, stealing money, and shaking people down.

Like a police officer, a constable can carry a gun, a badge and drive around town with blue lights. However, unlike police, a constable has all the powers of a sheriff. He answers to no one but the voters on election day. And there's one constable and Kentucky who got our attention.

Michael Wallace was first elected constable in 2006. He's known around Pulaski County, Kentucky, for his tough stance against drugs. Constable Wallace doesn't just arrest suspected criminals. He also mocks them on his Facebook page. He stakes signs in front of the suspect's homes that read, "This Drug House Closed for Business, Compliments of the Pulaski County Constable's Office, Michael 'Wally' Wallace."

How do constables make money in Kentucky?

A constable in Kentucky can keep up to 85% of the cash he seizes and a percentage of the proceeds from the property he takes.

But other constables have found different ways of making money. Constable Wallace's suspects say he doesn't just seize their property— he steals their cash too.

This season, we're tracking Constable Wallace to find out how he gets away with his style of law enforcement.

S1 E11: Who was Eli Washtock? Part 2 Jun 08, 2020

Who killed Eli Washtock? Why would anyone want him dead? We narrow down the list of suspects.

Also, we reveal never-before-seen forensic evidence commissioned by Eli Washtock on the Michelle O’Connell case. The report implies that portions of the blood evidence are not consistent with Jeremy Banks' story of what transpired. There was blood where it shouldn't be and also no blood where there should have been blood.

On January 31, 2019, Eli Washtock, an amateur sleuth looking into Michelle O’Connell’s death, was murdered in his condo.

A neighbor says that Washtock feared for his life. Prior to his murder, he told people he had a run-in with St Johns County Deputy Sheriff Jeremy Banks.

A neighbor says that Washtock feared for his life. “He knew that somebody was coming for him, so he rented the place downstairs, didn’t tell anybody, let his kids stay there,” Alec Laughlin said. “So he knew it was coming.”

Michelle O’Connell’s mother Patty, says that this was “a planned killing.”

John Taylor and Javier Leiva retrace Eli Washtock’s investigation to figure out what he learned and if his murder has any connection to Michelle O'Connell’s death.

S1 E1: The Death of Michelle O'Connell Mar 23, 2020

Michelle O’Connell was shot to death on September 2, 2010 after arguing with her boyfriend, St Johns Sheriff’s Office Deputy, Jeremy Banks’. The weapon that delivered the fatal shot was Jeremy’s police-issued firearm. Jeremy then made a disturbing 9-1-1. After a short investigation, her death was officially ruled a ‘suicide.’ Subsequent official investigations did not change this conclusion. Eight years later, a private citizen named Eli Washtock, began investigating Michelle’s death, but before he could finish, he was murdered.
