    1. Athlete Compensation Protection

    • Ensures athletes can:
      • Earn money from legitimate NIL deals
      • Participate in revenue sharing
    • Prohibits:
      • “Pay-for-play” disguised as NIL (e.g., booster cash handouts)

    2. Transfer Rules Reform

    • Allows:
      • 1 unrestricted transfer
    • Additional transfers allowed only under specific conditions:
      • Coach leaves
      • Program shuts down
      • Athlete experiences serious issues (e.g., harassment)
    • Otherwise:
      • Athlete must sit out a year (“redshirt”)

    3. Eligibility Limits

    • Maximum:
      • 5 years of eligibility
