In this episode of The Clear Voice, James Groom is joined by Joseph Lujan, author of Reflective Resonance, A Quiet Spark Approach to Authentic Leadership, and creator of the CAMP OUT Method.
Joseph shares his perspective on authentic leadership, generational change in the workplace, employee motivation, and the importance of leaders staying consistent, self aware, and emotionally present. The conversation explores how workplace culture has shifted since COVID, why autonomy and trust matter, and why leaders must be willing to reflect on their own influence before trying to improve the people around them.
Joseph also discusses his background in county probation, federal probation, and leadership, explaining how working with people under supervision shaped his understanding of human behavior. He shares practical lessons about individualizing leadership, building trust, avoiding robotic communication, and helping employees feel seen, valued, and heard.

These concepts provide a practical framework for leaders who want to grow, strengthen their teams, and create healthier workplace cultures.
Joseph’s final takeaway is simple but important. Leaders need to show up authentically and genuinely. Employees notice more than leaders sometimes realize, and the way leaders communicate, respond, and carry themselves can shape the culture around them.

The City of Victoria, Texas is recruiting its next Deputy City Manager, and this PositionCast™ episode gives candidates a closer look at the opportunity, the organization, and the leadership environment.
James Groom, Host of The Clear Voice, is joined by Kelly Kuenstler, retired city manager and recruiter for this position, and Jesús Garza, City Manager for the City of Victoria. Together, they discuss why Victoria is creating this Deputy City Manager role, what the City needs from the successful candidate, and why this opportunity may appeal to experienced local government executives.
Victoria is a regional hub of approximately 65,000 residents, located between San Antonio, Houston, Austin, and Corpus Christi. The community offers a strong mix of big city amenities and small town character, with retail, restaurants, outdoor recreation, access to the Guadalupe River, and proximity to the Texas coast.
A major theme of this episode is stability. Victoria operates under a council manager form of government, with a seven member City Council that includes the Mayor. City Manager Jesus Garza describes a governing environment marked by alignment, professionalism, and a shared focus on the entire community. That stability matters for candidates who want to join an organization where elected officials, staff, and the public are generally moving in the same direction.
This Deputy City Manager role is designed to support continuity of progress. Victoria has seen recent internal promotions and leadership transitions, and the City is being intentional about strengthening executive capacity for the future. The position is not framed around finding one candidate who can do everything. Instead, Victoria is considering two clear candidate pathways.
One pathway is for an experienced public safety leader. A candidate with this background may bring value in areas such as police, fire, municipal court, dispatch, emergency management, civil service, collective bargaining, and public safety operations. Victoria recently brought multiple public safety functions into a new 70,000 square foot public safety headquarters, creating new opportunities for coordination, collaboration, and strategic planning.
The second pathway is for an experienced economic development or growth focused leader. A candidate with this background may help advance the City’s Growing Victoria initiative, support population and tax base growth, strengthen the use of the City’s Type B economic development corporation, and help move major strategic priorities forward.
Victoria is not requiring candidates to have both public safety and economic development experience. Either pathway may be the right fit. The goal is to find an experienced executive who complements the existing leadership team and brings depth, judgment, and leadership capacity in one of these key areas.
The episode also covers Victoria’s full service municipal operations, including water, wastewater, landfill services, residential trash collection, tourism, public safety, parks, infrastructure, and other core city functions. The City has 656 authorized full time employees and a fiscal year 2026 operating budget of approximately $255 million.
Candidates will also hear about Victoria’s workplace culture, employee retention efforts, new public safety investments, strategic planning, master planning, infrastructure work, downtown improvements, parks improvements, and the Victoria 2035 comprehensive plan. Jesus also discusses his leadership style, which he describes as mission driven, transformational, and focused on developing the next generation of leaders.
For candidates preparing for the interview process, the advice is straightforward. Do the research. Victoria has major plans, priorities, and investments already in motion. Candidates who understand the community, the organization, and the opportunity will be better prepared to show how their experience can help Victoria continue its momentum.

In this episode of The Clear Voice, host James Groom sits down with Sam Toles, founder of CiviSocial, to discuss why local government social media is failing and how agencies can rebuild trust through modern communication strategies. With experience in both public office and digital media leadership, Sam explains why traditional approaches like polished graphics and static posts no longer resonate in today’s fast-moving, video-driven environment.
The conversation focuses on a shift toward authentic, human-centered content, what Sam calls “neighbors serving neighbors.” Instead of institutional messaging, agencies must show real employees doing real work in simple, unscripted ways. This approach not only builds trust but also improves engagement and strengthens recruitment in a competitive hiring environment.
Sam also breaks down platform strategy, why Facebook should no longer be the primary focus for most local government organizations, and how agencies can move beyond the negativity of the same small group of critics by creating shareable content that reaches the broader community.

When a school district prepares for a bond election, they aren't just asking for funding; they are asking for community trust. In an era of strict legislative oversight, accidental planning can sink a project before it starts.
Host James Groom and co-host James Hopper (retired superintendent) sit down with Derek Bird (Director of Operations, Central Texas for AG|CM) and Jason Burdine (Texas education leader) to break down the "Two-Year Runway" for successful planning.
The Superintendent’s Burden: The 75% RuleJames Hopper introduces the 75% Rule: Without an Owner’s Representative, a superintendent will spend 75% of their time managing construction instead of education. A professional Owner’s Rep handles the high-stakes paperwork so leadership can stay focused on students.
The Two-Year Runway: Planning vs. ReactingSuccessful bonds aren't built in a semester. Derek Bird recommends a 24-month planning cycle to address:
Legislative Compliance: Navigating the Attorney General’s guidelines and Senate Bill 843.
Facility Assessments: Identifying true infrastructure needs (HVAC, roofs) over "wants."
Long-Range Strategy: Planning for fast-growth districts without sacrificing build quality.
Jason Burdine explains that you can’t sell a "cure" (the bond) until the community is convinced of the "disease" (aging infrastructure).
The Naysayer Strategy: Invite your biggest critics to the Community Advisory Committee.
Site Visits: Let skeptics see outdated facilities firsthand to turn vocal opponents into informed stakeholders.
Education over Advocacy: Bridging the gap on how schools are funded (M&O vs. I&S).
Unlike architects or contractors, the Owner’s Rep has 100% loyalty to the district.
Audit and Oversight: Verifying that the work in place matches the billing for 20+ subcontractors.
Cost Control: Escalating budgets for 2-3 years out to mitigate inflation and supply chain volatility.
Staff Augmentation: Providing scalable expertise without the need for permanent full-time hires.
As birth rates shift, many districts are pivoting from new construction to maintenance and consolidation. Using facility assessments ensures existing roofs and HVAC systems are prioritized for the long term.
The Clearly Exceptional FinishThe link between facilities and the classroom is undeniable. When you tie facility needs to student achievement, you show the community that the investment is about the kids, not just brick and mortar.

Odessa, Texas is hiring two Assistant City Attorneys, and this PositionCast™ episode of The Clear Voice takes you inside the opportunity.
Host James Groom is joined by recruiter Kelly Kuenstler, Odessa City Manager Aaron Smith, and City Attorney James Parker to walk through the structure, expectations, and day to day reality of these roles inside a large and growing West Texas organization.
Odessa operates under a council manager form of government with a highly engaged council that understands its role and trusts staff to lead. That structure creates a stable environment where legal professionals can focus on advising and execution, not internal friction.
The legal department is built around a partnership model. Attorneys are expected to help departments accomplish objectives within the law, not act as gatekeepers. The focus is on finding compliant paths forward and supporting progress across the organization.
These positions offer broad exposure to municipal law with flexibility to develop specialized interests over time. Attorneys may work across land use, zoning, public safety, procurement, and general advisory work while building depth in areas that align with their strengths.
The role requires both proactive and reactive legal work. Attorneys are expected to identify issues early while also responding to real time challenges across a complex organization.
Odessa’s municipal court handles approximately 2,200 cases annually. The city operates with roughly 1,000 employees and a budget in the $330 million range, serving a regional population that functions closer to 200,000.
Leadership within the legal department emphasizes teaching, autonomy, and professional growth. Attorneys are given responsibility, encouraged to make decisions, and supported through the learning process in a collaborative environment.
For candidates, the key question is simple, why municipal law. This opportunity is designed for attorneys who want to learn, grow, and directly impact how a city operates and serves its community.

Ruidoso is entering a defining moment.

This is more than a recruitment. It is an opportunity to step into a community that is rebuilding, growing, and positioning itself for long-term success after significant challenges.
A Community at a Turning PointRuidoso is a small mountain community with big aspirations.
Located in the Lincoln National Forest at elevations between 6,500 and 12,000 feet, the Village blends natural beauty with a tourism-driven economy. It serves as a destination for both weekend visitors and long-term seasonal residents, particularly from Texas.
Recent years have brought major challenges, including wildfires and flooding that destroyed over 1,300 homes. In response, the Village has secured substantial federal and state funding and is now actively rebuilding infrastructure, housing, and long-term resilience systems.
At the same time, Ruidoso is advancing major initiatives, including a $145 million green energy project, expansion of the regional airport, and hosting international events such as Ironman and XTERRA.
This is not a maintenance phase. This is transformation.
The OpportunitiesThree director-level roles are open, each playing a critical role in the Village’s future.
Economic Development DirectorRuidoso operates with a high-performance, team-oriented culture.
Leadership expectations include collaboration across departments, transparency with elected officials and the public, responsiveness to residents, and the ability to operate in a fast-paced environment.
The organization emphasizes hiring strong people, providing support, and allowing them to lead. Departments are expected to work together, not in silos.

In this episode of The Clear Voice, James Groom is joined by Chief Carrie Ellis, a law enforcement leader with more than three decades of experience and the author of Ma’am In Command.
Chief Ellis currently serves as the Chief of Police at Central Texas College and was recently sworn in as President of the Texas Police Chiefs Association, becoming only the second woman to hold that position in roughly thirty years.
This conversation explores the realities women face in law enforcement, but more importantly, the practical leadership lessons required to reach command positions. While the book is written with women in mind, much of the guidance applies to anyone pursuing executive leadership in policing.
The discussion also expands beyond policing to examine how police chiefs, city managers, and elected officials influence organizational culture, recruitment, and leadership development inside departments.
Chief Ellis shares her journey into law enforcement, the barriers she encountered, and the mindset required to overcome them. She also discusses the 30×30 initiative and what agencies are getting right, and where more work is needed to build sustainable leadership pipelines.
This episode is a must listen for police executives, city managers, and anyone interested in leadership development within local government.
Key Topics• Why Chief Ellis wrote Ma’am In Command and the gap it fills in leadership development
• The reality of women in law enforcement and leadership roles
• Practical advice for officers pursuing command positions
• The importance of listening to understand in leadership
• Cultural barriers inside police organizations and how they develop
• What police chiefs can do to support leadership growth
• The role of city managers and elected officials in shaping police culture
• Chief Ellis’ leadership as President of the Texas Police Chiefs Association
• Leadership lessons that apply beyond law enforcement
Leadership is built over time, not in a single moment
Chief Ellis describes her path as a series of experiences that shaped how she leads, rather than a single defining event.
Listening is one of the most critical leadership skills
Leaders must listen to understand, not just to respond, in order to build trust and develop their teams.
Leadership culture starts at the top
The approach of the chief directly influences recruitment, retention, and advancement opportunities within a department.
Confidence and mindset are critical to advancement
Future leaders must push past doubt, avoid perfection paralysis, and take action even when conditions are not ideal.

In Episode #52 of The Clear Voice, Marty Schmitt, President and CEO of AGCM, and Kendra Hickman, Director of Operations for AGCM South Texas, join the show to discuss what it actually takes to deliver successful public sector projects.
They are joined by Michael Boese, President of Clear Career Professionals, and James Groom, Host of The Clear Voice.
From city facilities and infrastructure to school district bond programs, public sector leaders are often responsible for multimillion dollar projects without having the time, staff, or technical expertise to manage every detail. Even when leaders do everything right, projects can still fall behind schedule, exceed budgets, and create significant pressure from elected officials and the community.
This episode explores the real reasons projects fail and what separates successful outcomes from costly setbacks.
Marty and Kendra break down the critical role of communication, stakeholder alignment, and trust in project delivery. They explain how breakdowns between architects, contractors, and municipalities lead to delays, change orders, and finger pointing, and why those issues are often preventable with the right structure in place.
The conversation also highlights the value of owner’s representation in the public sector. Rather than designing or building projects, an owner’s representative serves as an extension of the municipality, providing unbiased oversight, protecting budgets, managing schedules, and ensuring that the final product meets the expectations of both leadership and the community.
Key topics include:
• Why communication failures are the root cause of most project breakdowns
• The hidden risks city managers, finance directors, and department heads take on during major projects
• How early stakeholder alignment can prevent costly changes later
• The financial risks associated with billing, change orders, and contract oversight
• The difference between public and private sector project delivery
• Why successful projects often feel “invisible” when done correctly
• The real cost of trying to manage complex projects without dedicated support
This episode is designed for city managers, assistant city managers, public works directors, finance directors, school district leaders, and elected officials who are responsible for delivering capital projects in their communities.
Whether you are preparing for a major project or currently managing one, this conversation provides practical insight into reducing risk, improving outcomes, and protecting public trust.

Leadership is often portrayed as vision, strategy, and motivation. But experienced leaders know there is another side. The difficult conversations, personnel decisions, and moments when doing the right thing carries real consequences for people and organizations.
In this episode of The Clear Voice, host and Retired Police Chief James Groom sits down with Ron Ward, Amazon bestselling author of The Dirty Side of Leadership, executive coach, and founder of 4Ward Operations. Ron spent more than 26 years in federal service, including leadership roles within the United States Probation and Pretrial Services system and serving as Director of Training for the Federal Probation and Pretrial Services National Academy at the Federal Law Enforcement Training Center.
Ron shares how those experiences shaped his perspective on leadership and ultimately led to his book The Dirty Side of Leadership. The book focuses on the moments leaders rarely talk about openly, including difficult personnel decisions, managing internal conflict, and carrying the responsibility that comes with leadership authority.
The conversation explores how leaders can prepare for those moments through scenario based leadership training, communication awareness, and executive coaching. Ron explains how many leadership problems stem from perception gaps, misunderstandings, and a lack of self awareness. Developing stronger communication skills and emotional awareness can help leaders navigate difficult situations while maintaining trust within their teams.
James and Ron also discuss Ron’s podcast The Dirty Side of Leadership, which he co hosts with Kristin Sokoloff. Their show blends leadership lessons with storytelling and humor, creating an engaging format that explores the real challenges leaders face in their organizations.
For leaders in municipal government, public safety, and executive leadership roles, this episode offers insight into the realities of leadership, the importance of communication and trust, and the mindset required to make difficult decisions when it matters most.
Ron’s message throughout the episode is clear. Leadership is not defined by easy moments. It is defined by how leaders handle the difficult ones and whether they leave the organization better than they found it.

Bobby Quinten, PCC, Founder of To A Better Place Executive Coaching, joins James Groom, Retired Chief of Police and Host of The Clear Voice, for a powerful conversation on executive coaching, emotional intelligence, work life balance, culture transformation, and sustainable leadership in both public and private sector organizations.
With decades of experience in leadership development, nonprofit governance, and municipal advisory service, Bobby helps executives strengthen communication, performance, and organizational culture through strengths based leadership and intentional growth strategies.
Executive Coaching vs Training vs MentoringExecutive coaching is not training and it is not mentoring. Bobby explains how coaching creates structured space for leaders to think differently, identify blind spots, and build intentional action plans. The most effective coaching sessions are client centered and solution driven, often leading to powerful “aha” moments that shift perspective and unlock momentum.
Emotional Intelligence in LeadershipEmotional intelligence is a foundational leadership competency. Leaders who fail to regulate emotions erode trust and credibility. This episode explores emotional regulation, active listening, vulnerability, and why mastering your emotional responses is critical for long term executive success.
Work Life Balance and BurnoutBurnout is common among high performers, especially city managers, department heads, and executive leaders. Bobby discusses how unmanaged ambition can shorten careers and why sustainable leadership requires intentional pacing, healthy modeling, and proactive stress management.
Building Organizational TrustTrust cannot be established through policy or slogans. It is built through credibility, consistency, accountability, and human connection. Leaders who admit mistakes, listen actively, and respond with compassion create cultures that retain high performers and reduce burnout.
Culture Change in Government and BusinessCulture transformation requires participation at every level, especially frontline supervisors and informal influencers. Leaders must assess the current state honestly, define a clear future vision, and involve ambassadors who will carry the culture forward beyond any single leader’s tenure.
Strengths Based LeadershipRather than focusing primarily on weaknesses, high performing leaders identify and lean into their natural talents. Bobby discusses the impact of Clifton Strengths and how leveraging strengths increases engagement, motivation, and long term performance.
Volunteer Leadership and Community PerspectiveDrawing from his experience in Kiwanis International and municipal advisory work, Bobby shares how community service broadens executive perspective. Leaders who step outside their organizational bubble gain insight that strengthens decision making and deepens community impact.
Key Takeaways• Emotional intelligence drives leadership credibility
• Active listening strengthens trust and team cohesion
• Culture change requires involvement, not announcements
• Leaders are often harder on themselves than others are

Episode 42 of The Clear Voice looks at a shift many public leaders are not planning for, the possibility that population growth cannot be assumed.
Author and public policy researcher Bill King joins the show to discuss how changing demographics are reshaping the long-term outlook for cities, school districts, and public infrastructure. The conversation moves beyond theory and focuses on practical implications for capital planning, facilities, and financial strategy.
King explains why growth has historically helped local governments manage debt, expand services, and plan for the future, and why that cushion may not be there in the decades ahead. For leaders making decisions about new schools, major roadway projects, utility expansion, and long-term bonds, this episode challenges the assumption that more people will always be coming.
Topics include:
• Why declining birth rates are changing long-term planning
• The risk of overbuilding schools and infrastructure
• Right-sizing versus expanding public systems
• Repurposing existing facilities instead of adding capacity
• The role immigration plays in U.S. demographic trends
• What city managers, superintendents, and elected officials should be monitoring now
This is not a panic discussion. It is a planning discussion. The focus is on aligning long-range public investment decisions with demographic reality rather than past growth patterns.

City managers, elected officials, and department leaders will gain insight into how infrastructure planning affects public safety, taxpayer dollars, and a community’s long term stability. Episode #39 of The Clear Voice features Brad Stafford, retired City Manager and Vice President at Clear Career Professionals, in an honest and important conversation about city manager burnout, leadership stress, and mental health in local government. Brad is joined by Kelly Kuenstler, Vice President at Clear Career Professionals and former city and county manager, along with James Groom, Host of The Clear Voice and public sector leader.
After 28 years serving as a City Manager, Brad Stafford shares the personal and professional realities that led him to step away from city management, not because he stopped caring, but because the cumulative weight of the job finally caught up with him. His experience reflects what many local government executives face but rarely discuss publicly.
This episode explores the long term impact of constant crisis response, political pressure, public scrutiny, and the expectation that city managers must always be steady, available, and composed for everyone else. Brad Stafford discusses how burnout does not happen overnight. It builds through years of council meetings, community demands, staff oversight, emergency situations, and major events such as COVID and severe weather crises. Over time, the pace, responsibility, and emotional load can erode even the most committed public servant.
James Groom guides the conversation toward the human side of leadership in municipal government, highlighting how leaders often take care of everyone else while neglecting their own well being. Kelly Kuenstler adds perspective from her experience in local government recruitment and executive leadership, emphasizing how widespread stress and burnout have become in city administration.
Listeners will hear Brad Stafford describe the moment he realized something had changed. The work that once energized him no longer felt sustainable. He talks about identity and leadership, and how serving as a City Manager for decades can become deeply tied to who you are as a person. Letting go of that role can feel like losing part of yourself, yet recognizing the need to step away is also a form of leadership.
