The PCC listed four immediate steps it intends to take to help accomplish these goals. They include:
- Promote the creation of a sanctioned camp and eliminate illegal camping.
- Promote a “Housing Plus” Demonstration Project that reflects the key elements of the PPC plan.
- Sponsor a research study to identify the flow of clients through the system and provide information about gaps in service.
- Encourage facility owners and operators to be accountable for drug use and illegal activity in and adjacent to their facilities.

McMullin was heard saying "the Republican base is racist”
