Santa Cruz County Transit and Transportation Agency Meetings – Audio Tracks

Attending these meetings in person is very time consuming. They are long and there is often quite a bit of administrative business done. Not many people have the time to do it. And, even if you do, it is not a very efficient use of time.

But the meetings are important. They are the best way to keep track of what the agencies are up to. These podcasts make access to that content very simple and efficient.

I edit the podcasts to break the meetings into short, topical episodes. You can listen to the episodes that cover topics that matter to you. The cool thing about doing that with a podcast is that you can listen whenever and wherever you can.

The podcasts are made from community tv.org ‘s video feed of the meetings. Thanks go to them for providing those. You can see the full videos on their website.

I’ve started adding some episodes that cover the supporting documents for the meetings. Those can be very useful. I am using text to audio conversions to convert them to an audio format.

I’m not editing the content of the podcasts. It is extracted directly from the video of the meetings. I am editing out the agency’s administrative business, and I am not including public comments. Both of those are available in the original video.

There are some presentations that depend on a Power point presentation or slides. I make videos of those and post them on YouTube.

    Director’s Report – oral report

    (Mitch Weiss, Interim Executive Director)

Mitch Weiss, the Interim Executive Director, addressed his first commission meeting, expressing gratitude and eagerness. He updated on the final Environmental Impact Report (EIR) for the Highway 1 auxiliary lanes and Coastal Rail Trail Segment 12 project. The report, indicating no significant impact, is on the commission's website. An action related to this project is on the agenda (item 29). The project, set for 2025, involves constructing auxiliary lanes, extending the bus facility, widening the Highway 1 bridge, reconstructing underpasses, and adding a rail trail segment.

Weiss highlighted ongoing public surveys for two projects. The first seeks community preferences for the bridge design in the Coastal Rail Trail project, with a deadline of February 9th. The second survey gathers input for the 2050 Regional Transportation Plan, focusing on future transportation challenges and solutions.

Amy Naranjo, the transportation planner, advocated for the Regional Transportation Improvement Program, seeking $8.6 million for a balanced transportation system. This includes expanding road resurfacing projects and introducing new street initiatives, approved for funding in December.

Open positions in advisory committees, critical for community participation in transportation planning, were announced. Positions in the Measure D oversight committee and advisory committees for bicycles and the elderly/disabled are open, with varying application deadlines.

Weiss also mentioned the receipt of $1.9 million in Caltrans grants for various transportation initiatives, including the North Coast Segment of the Coast Rail Trail, set to begin in spring. This segment will enhance connectivity and include amenities like restrooms and improved parking.

The commission is developing a Transportation Equity Action Plan, involving stakeholder collaboration and a consultant-led diversity training.

Staff updates included welcoming a new intern, James Falconroth, and mentioning upcoming conferences and trainings attended by staff members. Grace Blakeslee, a senior planner, will visit the Netherlands for a study trip on bicycle networks.

Commissioner Peterson inquired about the location of the online survey for the regional transportation plan, which Weiss confirmed is on the website's news section.

The meeting summary was done with AI on ChatGPT. The transcripts were generated on the RSS platform and were corrected to ~75%. I apologize for errors. If you spot something that needs correction let me know.

SC Metro's Phase Two transit project aims to improve public transportation, with CEO Michael Tree targeting seven million riders and combining incentives with project plans, despite acknowledging rising costs and funding discussions.

Jarrett Walker highlighted Phase Two's early public discussion stage, contrasting with Phase One. The plan, expecting more funding, includes contributions from a university for expanded services in Santa Cruz and Capitola, featuring three high-frequency routes focused on equitable funding.

Proposed adjustments in Phase Two involve route changes due to traffic concerns, including a new express route (91) between Watsonville and Santa Cruz, and enhanced local frequency in Watsonville for better connectivity.

The Phase requires additional drivers and financial collaboration with the University of California, Santa Cruz, for service frequency improvements, marking a significant service level increase and setting groundwork for Phase Three's long-term enhancements.

Walker clarified that Phases Two and Three are still in the conceptual stage, seeking board input and planning for further public engagement.

The episode details the transition from phase one to phase two in restructuring city bus routes, focusing on the impact on service reliability and coverage.

Phase one introduces a new bus schedule, increasing service from eight to 11 buses per hour by replacing current routes with two 15-minute, one 30-minute, and one 60-minute routes, eliminating the need for Route 15.

The reliability of Route 3 is emphasized, depending on a break at the university campus for maintaining schedule adherence and avoiding delays on its long journey.

Phase two involves developing a substantial terminus at the university, enhancing East-West city service and linking it to a larger terminus for continuous, reliable service.

The episode also discusses the impact of the Murray Street Bridge seismic upgrade on bus routes, particularly Route 3A, which will improve city connectivity post-upgrade.

Jarrett Walker's project aims to enhance metro services, focusing on redesigning and scheduling the bus network to increase service, reliability, and adaptability to new travel patterns.

The first phase, set for December 2023, involves route simplification, increased frequency, improved transfers, and adjustments in bus service streets, based on community input.

Two alternatives for the first phase emphasize operating limitations and high-frequency services, with public preference leaning towards more frequent and simpler services, particularly in Watsonville.

The plan includes area-specific improvements like higher frequencies, direct services, and expanded coverage, along with renumbering routes and introducing a new hourly rural route.

The project's overall goal is to improve metro service by focusing on high-demand areas, simplifying routes, and incorporating community and operational feedback, with an urgent decision needed for the first phase's timely implementation.

This episode involves a public hearing on Item 13, the Reimagine Metro Phase 1 service proposals for December 2023. John Urgo, Planning and Development Director, introduces the topic and hands over to Jared Walker for a detailed presentation. Ergo recaps the journey so far, highlighting ambitious goals set during a board retreat last October for Santa Cruz Metro: doubling ridership in five years, never purchasing buses with tailpipes, and maximizing affordable housing development at transit centers. These goals align with making Santa Cruz County livable, equitable, and sustainable.

Urgo reflects on recent achievements despite the pandemic's challenges, like securing funding for Pacific Station's redevelopment and the Watsonville Transit Center. He announces the historic purchase of 57 zero-emission hydrogen fuel cell buses. The proposed service changes aim to reverse the service reductions seen since 2016 and set the stage for further expansion under phase two.

The efforts have been collaborative, involving internal staff, city partners, county officials, bus operators, and community representatives. A design charrette in April led to the draft proposals presented in June. Phase one and two proposals aim to create a transit system that is fast, frequent, reliable, and responsive to community needs.

Urgo highlights the significant recruitment and training of new bus operators as a key factor in considering service increase. He concludes by acknowledging Metro's positive momentum and suggests conducting a public hearing after presenting phase one proposals before moving to phase two.
