    Santa Cruz County Transit and Transportation Agency Meetings – Audio Tracks

    Attending these meetings in person is very time consuming. They are long and there is often quite a bit of administrative business done. Not many people have the time to do it. And, even if you do, it is not a very efficient use of time.

    But the meetings are important. They are the best way to keep track of what the agencies are up to. These podcasts make access to that content very simple and efficient.

    I edit the podcasts to break the meetings into short, topical episodes. You can listen to the episodes that cover topics that matter to you. The cool thing about doing that with a podcast is that you can listen whenever and wherever you can.

    The podcasts are made from community tv.org ‘s video feed of the meetings. Thanks go to them for providing those. You can see the full videos on their website.

    I’ve started adding some episodes that cover the supporting documents for the meetings. Those can be very useful. I am using text to audio conversions to convert them to an audio format.

    I’m not editing the content of the podcasts. It is extracted directly from the video of the meetings. I am editing out the agency’s administrative business, and I am not including public comments. Both of those are available in the original video.

    There are some presentations that depend on a Power point presentation or slides. I make videos of those and post them on YouTube.

    The simple version - due to higher than expected construction costs and overruns there is not enough money in the Measure D funding pot remaining to finish the trail or maintain it.

    The Monterey Bay Sanctuary Scenic Trail Network (MBSST) aims to create a 50-mile bicycle and pedestrian trail, with 32 miles forming the Coastal Rail Trail. Measure D funds, accounting for 17% of revenues, are allocated to this trail's construction and maintenance. However, the estimated $174 million in Measure D funds over 30 years is insufficient. At an April 2024 RTC meeting, it was revealed that only $97 million in Measure D funds remain, with a significant portion requiring bonding (borrowing ahead of the actual funds being available), reducing available funds to $58 million. To fully fund the project, RTC directed staff to pursue cost reductions and additional funding, acknowledging that even with proposed measures, the funding for segments 8 through 11 remains inadequate without new funding sources or significantly reduced costs.

    “Staff recommends that the Santa Cruz County Regional Transportation Commission hold a public hearing, receive a presentation, and provide input on the Zero Emission Passenger Rail and Trail Project’s initial conceptual alignment and analysis of conceptual rail transit vehicle types.”

    They announce an online public portal to present information about a first draft of the alignment (route) and the various types of rail vehicles that are being considered. This was a very simple presentation.

    Background:

    Caltrans, responsible for managing construction costs for a project, underestimated the budget required for construction support when securing Senate Bill 1 grants in 2020. An additional $3,000,000 is now needed to complete the project. The Regional Transportation Commission (RTC), as the project sponsor, must cover these cost overruns. Caltrans is understaffed in its Santa Cruz Construction Field Office, leading to reliance on higher-cost consultant services, which has further strained the project’s budget. Consequently, Caltrans has exceeded the construction support budget initially outlined in the Cooperative Agreement.

    This did not go over well with the Commissioners.
