    PIM Webinar: Domestic support disciplines for the 21st century Apr 27, 2020

    While it is not yet clear when and where the MC12 will take place because of the COVID-19 crisis, it is even clearer now that global coordination and collaboration is key in dealing with food insecurity. The twelfth Ministerial Conference of the WTO provides an opportunity to improve the world trade system through further reforms of the domestic support provisions under the Agreement on Agriculture (AoA) and provides an updated framework for the future. This PIM Webinar highlights some of the key issues around domestic support and discuss possible scenarios of further development with focus on the potential impacts.     IFPRI VIRTUAL Policy Seminar: Agricultural Support Reform and GHG Emissions - 04/21/2020 Apr 21, 2020

    This virtual policy seminar held April 21, 2020, featuring presentations from Will Martin, Senior Research Fellow, IFPRI and Valeria Piñeiro, Senior Research Coordinator, IFPRI, with Leonardo Garrido, Lead Senior Economist, The New Climate Economy, World Resources Institute; Madhur Gautam, Lead Economist, World Bank Group; and Ann Tutwiler, Senior Fellow, Meridian Institute & Coordinator of the Policy Action Coalition to Repurpose Food and Agriculture Support as discussants and moderated by Rajul Pandya-Lorch, Director, Communications and Public Affairs, IFPRI. Governments spend over $US 700 billion dollars per year on agricultural support measures such as subsidies, border price distortions and investments in raising productivity. Agriculture and land use change contribute close to a quarter of global greenhouse gas emissions policy makers have little information on the implications of agricultural support for emissions. This seminar examines the links between agricultural support and emissions from agriculture to help guide policy reforms that lower emissions, reduce poverty and improve nutrition. The underlying research was funded by FOLU, CGIAR Research Program on Policies, Institutions, and Markets (PIM) and the World Bank Group.     IFPRI Special Event: Reflections with Ousmane Badiane - 02/24/2020 As Ousmane Badiane leaves IFPRI at the end of February, this special event reflects on his work for IFPRI and for Africa. Ousmane's contributions to transforming Africa’s agriculture sector are widely recognized throughout the development community. As IFPRI’s Director for Africa, Ousmane significantly expanded IFPRI’s engagement in Africa and played a key role in developing and guiding the implementation of the Comprehensive Africa Agriculture Development Programme (CAADP). His accomplishments include helping to establish the Regional Strategic Analysis and Knowledge Support Systems (ReSAKSS), a major collaboration between CG centers and leading African organizations to support evidence-based policy efforts and launching and leading the African Growth and Development Policy Modeling Consortium (AGRODEP) with members from more than 30 countries. His latest initiative, the Malabo Montpellier Panel, encourages policy innovations for better development outcomes by bringing together leading global experts and decision makers. Ousmane has also initiated the Annual Trends and Outlook Report (ATOR) and the African Agriculture Trade Monitor (AATM), two of the most important annual publications on African agriculture.     This IFPRI Policy Seminar held on February 19, 2020, at IFPRI Headquarters, featuring presentations from Eugenio Diaz-Bonilla, Head, Latin American and Caribbean Program, IFPRI; Ramiro Costa, Deputy Executive Director of the Buenos Aires Grain Exchange, Bolsa de Cereales; and David Laborde Debucquet, Senior Research Fellow, IFPRI; Sofia Perini, Economist, INAI Foundation (Institute for International Agricultural Negotiations), and moderated by Valeria Piñeiro, Senior Research Coordinator, IFPRI The 2030 Agenda calls on all countries to use trade to create a more sustainable, inclusive, and resilient world. We must ensure that the global trading system actively contributes to sustainability. Trade policies offer an opportunity to promote a broad shift in production and consumption that helps consumers to make better choices. The European Union-Mercosur (Argentina, Brazil, Paraguay, and Uruguay) free trade agreement, recently announced after 20 years of negotiations, has not yet been ratified. If ratified, it would represent the largest trade deal struck by both the EU and Mercosur bringing together 779 million people, 24 trillion dollars of GDP and covering 18 million of square kilometers. Representing a quarter of the global GDP and could also presage a redistribution of agricultural market shares in the EU, the world’s second largest agricultural import market, for US-based exporters. The agreement may serve as a model for future deals, making it critical to get this one right. This discussion will consider fundamental questions about “greening” of the EU-Mercosur agreement: • How will the agreement impact trade in goods? • How will it protect standards, including environmental standards? • Can it promote sustainable farming in both regions? • How will it contribute to the fight against climate change? • Will commitments on environmental protection be enforceable? Ann Tutwiler, Chair, Bioversity International USA, Inc. and moderated by Will Martin, Senior Research Fellow, IFPRI The “Farm to Fork” Strategy, part of the European Commission’s Green Deal, is integral to Europe’s ambitious response to climate change challenges along the food chain. The “Farm to Fork” strategy reflects the ongoing transformation of food systems worldwide and the goal of making Europe’s food system the gold standard for sustainability. “Farm to Fork” is also linked directly to current discussions on the future of the Common Agricultural Policy. The EU experience is highly relevant to the debate around food system transformation—Europe’s policy- and private-driven initiatives demonstrate that green best practices can be successful in jointly increasing economic efficiency and environmental and climate sustainability.
