PIM Webinar: Migration and gender dynamics in irrigation governance in Nepal (Nov. 25, 2020) Nov 24, 2020
    Show notes

This PIM webinar was recorded November 25, 2020 and convened by Farmer Managed Irrigation System Promotion Trust (FMIST - https://fmistnepal.wordpress.com/), Nepal; International Food Policy Research Institute (IFPRI-http://www.ifpri.org/); International Water Management Institute (IWMI- https://www.iwmi.cgiar.org/); CGIAR Research Programs on Policies, Institutions, and Markets (PIM - http://www.pim.cgiar.org/) and Water, Land and Ecosystems (WLE- https://wle.cgiar.org/). Widespread male migration from rural areas is one of the most important forces shaping agrarian transformation in Nepal. One particularly important area affected is the governance and management of local public goods, especially irrigation systems. Given the crucial role of irrigation in agricultural productivity and food security, attention to gender in irrigation governance is not only necessary for existing systems, but also opens potential new opportunities for sustainable and inclusive development in rural Nepal. This webinar presents results of a quantitative and qualitative study to identify the various measures in which irrigation system governance has responded to male migration. Virtual Event - Information Needs for Food Crisis Risk Early Warning Nov 24, 2020
    Show notes

Virtual Event - Information Needs for Food Crisis Risk Early Warning: The Role of the Food Security Portal Co-Organized by IFPRI and the Food Security Portal (FSP) NOV 24, 2020 - 09:30 AM TO 11:00 AM EST Persistent drivers of food insecurity and acute hunger—conflict, climate shocks, and environmental shocks—have been compounded in 2020 by the COVID-19-related health and socioeconomic upheaval and by the severe desert locust outbreaks in East Africa. The pandemic is expected to push as many as 132 million more people into chronic hunger in 2020, in addition to the 690 million who went hungry in 2019. To navigate the increasingly complex, interlinked causes of food crises, governments and other stakeholders require timely, high-quality information to increase the resilience of food systems and cope with future crises. The EC-funded Food Security Portal (FSP)( http://www.foodsecurityportal.org/), initiated in 2010 in response to lessons learned from the 2007–2008 world food crisis, seeks to improve governments’ ability to respond to and prevent food crises by bringing together policy-relevant tools and information in one place. The FSP is designed to pool timely, relevant, detailed and high-quality country-level information in a systematic way. This policy dialogue focused on data and information sharing and coordination for improving food security, with a focus on the role of the FSP in monitoring the drivers of food insecurity and food crises to inform policies. New tools and features of the FSP and the Africa South of the Sahara sub-portal have recently been added to the upgraded website. Opening remarks: Conrad Rein, Policy Officer, European Commission, and Co-Chair, Global Donor Platform for Rural Development Introduction to the Upgraded Food Security Portal: Rob Vos, Division Director, Markets, Trade and Institutions, IFPRI Panelists: Ousmane Badiane, Executive Chairperson, Akademiya2063 Arif Husain, Chief Economist, World Food Programme (WFP) Jessica Fanzo, Bloomberg Distinguished Professor of Global Food & Agricultural Policy and Ethics, Johns Hopkins University Máximo Torero, Chief Economist, Food and Agriculture Organization of the United Nations (FAO) Closing remarks: Philippe Thomas, Head of Sector, Food and Agricultural Systems, Crisis and Resilience, European Commission Moderator Teunis van Rheenen, Director of Business Development and External Relations & Acting Chief of Staff, IFPRI LINKS: Book: COVID-19 And Global Food Security: http://bit.ly/IFPRICovidBook Food Security Portal: https://www.foodsecurityportal.org/ IFPRI Resources And Analyses Of COVID-19 Impact: https://www.ifpri.org/covid-19 More on the seminar: https://www.ifpri.org/event/virtual-event-information-needs-food-crisis-risk-early-warning-role-food-security-portal Subscribe IFPRI Insights newsletter and event announcements at www.ifpri.org/content/newsletter-subscription

IFPRI Policy Seminar in Spanish: Food and Agricultural Trade in the New Policy Environment Nov 22, 2020
    Show notes

Virtual Event - Food and Agricultural Trade in the New Policy Environment: How Can WTO Members Support Economic Recovery and Resilience in Latin America and the Caribbean? Co-Organized by IFPRI, Inter-American Institute for Cooperation on Agriculture (IICA), and International Institute for Sustainable Development (IISD) The coronavirus outbreak has affected trade in food and farm goods, imperiling efforts to reduce hunger and malnutrition and adding to pressure already on the farm sector from climate change. The pandemic-induced postponement of the WTO’s next ministerial conference and ongoing tensions among major economies have affected both the substance and process of updating the global trade rulebook. As governments revisit priorities in this new context, they should engage with various constituencies in their region and beyond to build an inclusive public policy vision – one that can contribute to economic recovery and improve resilience to future food system shocks. Although the economies of Latin America and the Caribbean (LAC) have seen a major impact from the pandemic, agricultural production and trade have been less affected. Food trade plays an essential role in mitigating potential consumption disruptions and/or losses in export capacities for this heterogeneous region. Some LAC countries are food net importers, others are food net exporters, some produce high value-added crops, and others produce staples. Investing in infrastructure, promoting regional integration, ensuring a stable multilateral trade system, and opening new market opportunities will be key for the region’s economic recovery. This will be the second in a series of events on the same topic, with a regional perspective. The events focus on Southeast Asia, Africa, and Latin America and the Caribbean. Panelists Flavio Bettarello, Deputy Secretary for Trade and International Relations, Brazil Ministry of Agriculture, Livestock, and Supply (MAPA) Eugenio Diaz Bonilla, Head of Latin America and the Caribbean Program, IFPRI Manuel Otero, Director General, Inter-American Institute for Cooperation on Agriculture (IICA) Gloria Abraham Peralta, Costa Rica’s Ambassador to the WTO in Geneva and Chair of the negotiations on Agriculture; Member of the IICA Advisory Council for Food Security in the Americas Bosco de la Vega, President, National Agricultural Council of México (CNA) Moderator Valeria Piñeiro, Senior Research Coordinator, IFPRI LINKS: Book: COVID-19 And Global Food Security: http://bit.ly/IFPRICovidBook Websites: Food And Agricultural Trade In The New Policy Environment: How Can WTO Members Support Economic Recovery And Resilience?: https://www.ifpri.org/spotlight/food-and-agricultural-trade-new-policy-environment-how-can-wto-members-support-economic IFPRI Resources And Analyses Of COVID-19 Impact: https://www.ifpri.org/covid-19 International Institute For Sustainable Development (IISD): https://www.iisd.org/ Inter-American Institute for Cooperation on Agriculture (IICA): https://www.iica.int/en More on the seminar: https://www.ifpri.org/event/virtual-event-food-and-agricultural-trade-new-policy-environment-how-can-wto-members-support Subscribe IFPRI Insights newsletter and event announcements at www.ifpri.org/content/newsletter-subscription

Évènement virtuel - Commerce alimentaire et agricole dans le nouvel environnement politique Nov 16, 2020
    Show notes

Remarques de bienvenue: Ousmane Badiane, Executive Chairperson, Akademiya2063 Antoine Bouet, Senior Research Fellow, IFPRI Présentateurs: M. Mounkaila Hassane, Directeur General du Commerce , Government of Niger Doaa Abdel-Motaal, Senior Counsellor, WTO Agriculture and Commodities Division David Laborde Debucquet, Senior Research Fellow, IFPRI Françoise Assogba Komlan, Secrétaire Générale, Ministère de l’Agriculture, de l’Elevage et de la Pêche (MAEP), Gouvernement de la République du Bénin Fadel Ndiame, Deputy President, Alliance for a Green Revolution in Africa (AGRA) Modératrice: Francine Picard, Policy Advisor, International Institute for Sustainable Development (IISD) Please note this event will be in French with English captions. Virtual Event - The political economy of COVID-19: Impacts on agriculture and food policies Oct 21, 2020
    Show notes

The economic impacts of the COVID-19 pandemic and resulting pressures on public finances and donor resources are necessitating stark trade-offs among different policy priorities within the agriculture sector and across the food system. In what ways has the pandemic altered the balance of power among urban and rural populations, the state and private sector, and across government ministries? For example, are social protections and interventions to help heavily hit urban areas complementing or displacing government and donor investments in the agriculture sector? How are governments helping agri-businesses during this period, and which industries are prioritized for financial and other forms of state support? And are responses to COVID-19 fostering improved coherence across the food system to protect incomes, livelihoods, and food security, or leading to increased inter-governmental fractionalization around scarce resources? These are some of the considerations that decision makers must now confront. This seminar discussed these and other questions by examining the political economy dynamics caused by the pandemic in different regions of the world. Speakers Samuel Benin, Deputy Division Director, Africa Regional Office, IFPRI Joseph Glauber, Senior Research Fellow, IFPRI Ashok Gulati, Infosys Chair Professor for Agriculture, Indian Council for Research on International Economic Relations (ICRIER) Astrid Haas, Policy Director, International Growth Centre (IGC) Danielle Resnick, Senior Research Fellow, and Theme Leader, Governance, IFPRI Carlos Furche, Former Minister of Agriculture of Chile (2014-2018) and Former Director of ESA (Agriculture Development Economic Division of FAO) (2018-2019) Johan Swinnen, Director General, IFPRI Moderator Katarlah Taylor, Events Manager, IFPRI LINKS: Book: COVID-19 And Global Food Security: http://bit.ly/IFPRICovidBook Websites: West and Central Africa Office(WCAO): https://wca.ifpri.info/ More on the seminar: https://www.ifpri.org/event/virtual-event-political-economy-covid-19-impacts-agriculture-and-food-policies Subscribe IFPRI Insights newsletter and event annoucements at www.ifpri.org/content/newsletter-subscription
