    Hillary Smiley is a child welfare professional who serves children and families in Monroe County,TN. In this podcast, Ms. Smiley discusses her experiences in the new Family Support Services (FSS) model that is piloting in her region. Ms. Smiley has worked for the agency since 2014, has professional experience in the Foster Care program and has some great feedback to share.

    Sean Muigaen, Regional General Counsel discusses legal aspects of Termination of Parental Rights (TPR) at the Department of Children’s Services May 30, 2019

    Sean Muigaen serves as the lead attorney in the East region of Tennessee for DCS. Termination of Parental Rights (TPR) means that a person’s rights as a parent are taken away and that person is no longer the child’s parent in the eyes of the law.

    Mr. Muigaen discusses the role of the legal division at DCS in cases where a TPR promotes permanency for a child in foster care. A TPR must be filed for a child to be adopted and is therefore a critical step to ensure permanency for a child. Mr. Muigaen provides a clear and concise discussion around topics including reasonable efforts, a child’s best interest, severe abuse and other grounds for TPR through a legal frame.

    It is an unnatural for the State to be in the role of the parent for a child in foster care. This webinar is a great explanation of how DCS works with the legal system to ensure children find a permanent, forever family.
