The epicenter of the debate is the Taxpayer Protection and Government Accountability Act, which supporters say would close a loophole in Proposition 13 and ensure more transparency, but which opponents claim would have a catastrophic effect on public safety and California's economy.

Kyle Packham of the California Special Districts Association, Eric Lawyer of the California State Association of Counties, and Ben Triffo of the League of California Cities stop by to discuss the opposition of the ballot measure which could enormously strain local governments and voters alike.

California’s water problems are truly unlike anywhere else in the US. The topography of farmland, desert, mountains, and coastline create an infinitely complex situation to manage the state’s water supply. Add a population of roughly 40 million people, and a tenuous situation is now in full blown crisis.
